US infrastructure needs are enormous. Water, wastewater, and irrigation systems alone require more than $630bn of investment up to 2033 to bring them up to modern standards, according to Environmental Protection Agency estimates. The US Department of Transportation estimates that all levels of government should be investing up to $109bn annually by 2020 just to maintain current physical and performance standards. Faced with such costs, we expect government agencies to deploy a variety of financial tools.
