Earl Wilkinson says there’s 740 miles of streets in Pueblo, and he ought to know because it’s his job to keep them in decent shape. It’s a battle he’s been losing for years because traffic breaks down streets must faster than the city of Pueblo can repair them. Wilkinson heads the city’s public works department. This is not a government secret. Every time City Council commissions a survey of Pueblo residents about what they want fixed, the public puts street repair right at the top.
