Project of the Week: SacSewer Tertiary Treatment Facility
The SacSewer Tertiary Treatment Facility (TTF), a pivotal component of the EchoWater Project in Elk Grove, California, represents a significant advancement in wastewater treatment. With an investment of $300 million, the facility upgrades the former Sacramento Regional Wastewater Treatment Plant to produce Title 22 recycled water. This high-quality recycled water can be utilized for agricultural and landscape irrigation or discharged into the Sacramento River, thereby enhancing the Bay Delta ecosystem. Key enhancements include the addition of a new control center, chemical storage and feed systems, a backwash system, and power supply facilities .
Despite challenges such as the COVID-19 pandemic, the project achieved substantial completion on May 31, 2023, slightly under 4% over the original bid price. The facility received the State Title 22 compliance certificate on April 18, 2023, ahead of the mandated compliance date. The project’s excellence was recognized with the 2024 American Public Works Association Project of the Year Award in the Environment category for projects over $75 million and the 2023 Construction Management Association of America Project Achievement Award in the Water/Wastewater/Utility category for projects exceeding $50 million .
