City proposes first increases since 2016 to fund wastewater operations, improvements

Honolulu’s Department of Environmental Services announced a ten-year plan to increase sewer fees starting July 1, 2025, to fund essential upgrades to the island’s wastewater infrastructure. According to the Office of the Mayor, rates will rise 9% annually for the first six years, followed by smaller increases in the final four years, totaling 115% over the period. These adjustments will support operations, modernize aging infrastructure and complete the $2.5 billion upgrade of the Sand Island Wastewater Treatment Plant as required by a federal consent decree.
